This guide provides a strategic analysis and country-level commentary on the opportunities and challenges for sharing data for the purposes of fraud detection and prevention, particularly in a European context, but also referencing the United States (pp. 9, 14, and 24) and Canada. The guide is particularly relevant to the retail and merchant sectors.

Increasingly, there is political acceptance that national and global data sharing is key to addressing increased fraud; and that countries and companies should carefully navigate data protection and privacy issues to do it. This guide includes a “best practice” model (p. 27) for compliant data sharing irrespective of geography. Ideally, the model provides a framework for constructive discussion with stakeholders, including regulators.

The appendices (pp. 37-48) show data sharing opportunities and challenges by country.

payments fraud data sharingMike Bradford LL.B (Hons) FCIB is an acknowledged expert in UK and international regulatory and consumer affairs, compliance and data protection, combining a strategic and commercial approach with an in-depth appreciation of the associated legal and regulatory challenges and opportunities. Before setting up Regulatory Strategies Ltd in 2009, he was UK & EMEA Director of Regulatory and Consumer Affairs at Experian, a FTSE 100 plc (the recognised leading global information services provider with clients in over 65 countries and across a broad range of industry sectors). He has been a member of the UK’s data sharing council, the Steering Committee on Reciprocity. Between 2007 and 2009 he was the first UK President of The Association of Consumer Credit Information Suppliers (ACCIS) based in Brussels. In August 2008 he was elected to the European Commission Expert Group charged with identifying challenges and solutions to creating a single European credit market for consumers and lenders. Mike is a regular contributor to industry publications and presents at UK and International conferences on data protection, marketing and credit, regulatory, consumer and industry issues, both  from a compliance and commercial perspective.
